Date: 17 May 2019

The Vaisigano Catchment Project is supported by the Green Climate Fund though the United Nations Development Program and implemented under a National Implementation modality by the Government of Samoa. The lead ministry is the Ministry of Finance with supporting Implementing Agencies, Ministry of Works Transport and Infrastructure, Ministry of Natural Resources and Environment, Ministry of Health and the Land Transport Authority. The objective of the project is to develop a multifaceted integrated response to the risk and effects of flooding in the Vaisigano Catchment Area which is the most highly populated and vulnerable river catchment in Samoa. This project is a combined approach of policy development, capacity building, hard infrastructure works and soft solutions based on ecosystem adaptation and livelihood all aimed at reducing the harmful effects  of flooding in the Vaisigano Catchment Area.

The Land Transport Authority now invites interested tenders from eligible and qualified Tenderers for the supply of Drainage Pipes, Retention tanks and Submersible pumps and providing the necessary training in installation and maintenance of the procured goods.

Tendering will be conducted through the Tender procedure specified in the Government of Samoa Tenders Board Guidelines for Procurement and Contracting: Goods, Works and General Service (GWGS) January 2013 and participation is open generally to eligible tenders from World Trade Organization member countries apart from specific exclusions stated in Section V - of the Tender Document, according to particular donor/ funding institution involvement.

Qualifications requirements include the following as stated in Section III - Evaluation and Qualification Criteria – Post Qualification requirements:

(a)          Financial Capability

(b)          Experience and Technical Capacity

(c)          Usage Requirements

A margin of preference for goods manufactured domestically in Samoa shall not be applied. Additional details are provided in the Tendering Documents.

As the public may be aware the construction works for the West Coast Road upgrade has recommenced from Afega to Malua.

Due to safety and traffic reasons, motorists and pedestrians travelling east, towards Apia, are advised to detour via Afega access road. Signage's and onsite personnel will assist with directing of this detour.

GEOTECHNICAL INVESTIGATION/DRILLING – LELATA BRIDGE

 

The Public is hereby advised that there will be a Geotechnical Investigation carried out at Lelata Bridge from 7:00am to 5:00pm on Tuesday 22nd January to Friday 25th January 2019. The results of this Investigation will go towards the Design of the Reconstruction of the Lelata Bridge.

Motorists and pedestrians are advised that the section of the road leading to Lelata Bridge (Intersection at Central Cross Island Rd and Vailele St (Malifa/Lelata)) to the intersection at Maagao Rd and Vailele St (Maagao/Lelata)) will be closed off for the duration of this investigation. The closed section is highlighted red in the attached map.

It is advised that motorists detour via Leone Bridge and follow temporary installed traffic information signs.

ROAD CLOSURE – TURNING LANES INFRONT OF JULIANAS CAR RENTALS

The Public is hereby advised that the Turning Lane infront of Julianas Car Rentals towards Matautu Wharf will be PERMANENTLY CLOSED from 9am Tuesday 7th August, 2018. This is due to ongoing works for the construction of the new Vaisigano Bridge.

The Main Beach Road will still be used for all vehicles travelling to and from the wharf.

PERMANENT FOOTPATH AND PARKING CLOSURE AT BEACH ROAD

 

The travelling public is hereby advised that the sidewalks including car parking on the seaside approaching the Vaisigano bridge from both Apia and the Matautu wharf will be permanently closed for the reconstruction of the Vasigano bridge project starting from Friday 18th May 2018.

Pedestrians are advised to use the sidewalks on the opposite side of the bridge and follow detours provided. Please take caution when passing through this area. Motorists are advised to use other parking areas within the vicinity and take due consideration to avoid accidents.

ANNUAL TAXI STAND REGISTRATION

This Notice serves as a reminder that the Annual Registration for all Taxi Stands for 2018 is open.

Please uplift the Taxi Stand Registration Form 2018 (“the Form”) from the Legal Division of the Land Transport Authority (“LTA”).

Registration Fee:  SAT$100.00.

The deadline for the submission of Forms is the 23rd February 2018.  Forms submitted after this date may be subject to a penalty fee.

Taxi Stand owners are reminded that in addition to the Form, you are required to submit the following supporting documents:

  1. Valid Business License
  2. Sample of Taxi Stand Sticker on Doors and Front windscreen (colour copy)
  3. Photo of Taxi Base with Taxi Sign

TOWING AND IMPOUNDING OF VEHICLES

The Public is hereby advised that commencing as of the 1st March 2017; the Land Transport
Authority (“LTA”) will be exercising its powers under the LTA (Transitional Road Use
Management) Regulations 2011, the Road Traffic Ordinance 1960, and the Road Traffic
Regulations 1961, and towing and impounding vehicles which are:
 Illegally Parked;
 Causing an obstruction on the road and/or to other road users;
 Unsafe Vehicles; and
 Vehicles which are desirable for removal in the interests of road safety or for the
convenience or in the interests of the public.
All vehicles will be towed to the LTA compound at Vaitele; and all applicable fees will be
required to be paid in full before the vehicle can be released to the registered Owner of
the Vehicle (as recorded by the LTA).
Fees include:
 Towing Fee to the LTA;
 LTA Administration Fee;
 Fines; and
 Registration and Licensing Costs.
The LTA also takes this opportunity to remind all vehicle owners to ensure that the Vehicle
Ownership details recorded with the LTA are correct so to avoid any unnecessary
issues/delays.
